Michail Antonio was adjudged to have clipped Ruben Loftus-Cheek as referee Robert Madley pointed to the spot with just a minute of normal time remaining.
There were question marks over whether it was a foul or inside the box but Cesc Fabregas stepped up to cooling convert and level it up at Stamford Bridge.
A point keeps the Blues in tenth place and meant West Ham missed out on claiming a top four spot.
Hiddink believes it was a penalty and was happy with his side’s performance against a ‘very good’ Hammers side.
He said: "I was happy with the late penalty decision.
"It's difficult for me to make a judgement - I think he was tripped on the line. On the line is part of the box."
He added: "We started well in the first 10 minutes but we then started losing the possession too easily.
We reacted just before half-time, especially with the beautiful Cesc Fabregas free-kick.
"In the second half we got caught on the counter, but we reacted perfectly to get the draw.
